The UNC System adopted the following policy (700.1.4[G]) regarding the admission of Undocumented Aliens.
Undocumented aliens are eligible to be considered for admission as undergraduates at UNC constituent institutions based on their
individual qualifications with limitations as set out below:
- An undocumented alien may be considered for admission only if he or she graduated from high school in the United States.
As per UNC General Counsel, the US high school diploma must be a conventional diploma.
Therefore, the General Equivalency Diploma
(GED) and the Adult High School Diploma (as offered at many Community Colleges in the USA) are not valid documents for the purpose
of admission of undocumented aliens.
- Undocumented aliens may not receive state of federal financial aid in the form of a grant or a loan and may not be considered a
North Carolina resident for tuition purposes.

Who is considered “Undocumented”?
- Aliens who entered the United Status illegally.
- Aliens who entered the United States legally on the basis of a non-immigrant visa stamp in their passport
and who have remained in the USA beyond the authorized period of time.
- Aliens whose application for an extension, change or reinstatement of status has been denied,
and who have decided to remain in the USA.
- Aliens who entered the U.S. on “Duration of Status” (F/J), who are in violation of their status as determined by the Designated School Officer (DSO)
at the US institution from which they are transferring, or by the DSO at UNC Charlotte’s International Student/Scholar Office (ISSO)
or English Language Training Institute (ELTI).
- Aliens in removal, exclusion or deportation proceedings.
IMPORTANT: Aliens with pending applications for a change of status, extension of status, or reinstatement of status, with DHS,
which have not yet been adjudicated, will be considered, for admission purposes, as having the status in the USA, which they had
before applying for the change, extension, or reinstatement of status.
